Taking a break for 15 mins+ Means you shouldnt be on the job and let someone else do it

This needs to stop now, Yes She was given Permission To, It has been a thing for a long time just never written down. Why would it make sense for you to be able to only be the job to sell it or just sit around?

How will this improve the quality of Aether?: I feel like it'd better the people of Aether by not having to limit how they communicate with one another. As some don't wanna have to respond on a forum post but want to let the person know that they saw it. 

I think its Fine As it is tbh, Ive only got to the max a few times. I Believe the reason It was added was so people would stop farming rep Which no one has done since the change ( Ive also never heard someone ever talk about the change in a bad way ) .

How will this improve the quality of Aether?:  As you Can see there is Literally No difference to the job other then the word leader after it. I'm not sure when But Swat and Swat Leader Both Have the same guns Meaning there is no difference to the job. I Think There Should Either Be A Whole New Weapon Or a Added Weapon to the job like a Sniper or shotgun. Basically Just Make it different So there's a Benefit to Being swat leader.

You also said you thought Building signs Meant That no one can be in the area and annoy you and you can kill you if they are. From this Picture It shows that yes you gave compensation but hann Then gave you the money back. Staff Members Can Warn/Ban you Even If the Player Dosent Want you warn/Banned I am Assuming This is what has happened here where you should be banned. You Get banned Every Day and When you get unbanned you go ahead and get yourself banned again, I Probably Would have Done the Exact Same thing as hann as you are 100% not Learning to Stop Breaking rules.
