The reason spam chat with these types of messages is two things:

• Basing is still pretty overpowered compared to raiders, so no one wants to raid.
• The reward for successfully raiding a base is low in most cases.

If no one called a sit then it would be safe to assume they were fine with it. While breaking rules shouldn't be taken lightly, I think the ban for mass rdm was excessive.

I would not want people to build with props to give they any sort of advantage to raid a base, regardless if they advert raid yet or not. I would consider that failrp, similar to people blocking cameras with props before they initiate a raid.

This is another one of those situations where context matters. As long as everyone was fine with you killing them then there should be little to no punishment. If 1 person was not fine with being killed, I would see that as only 1 case of rdm and not mass rdm. 

This doesn't mean it is okay for a group of players to have a deathmatch around the map though because a lot of issues can arise because of that, but that is not what happened here.

I think by default wardrobe was disabled when it was last changed, so if people are turning it on then they can adjust the settings >:)

For what it is worth, before ret died, the old wardrobe addon had a range function. I set it so low that I had to touch someone for the model to load or even noclip into them.

To help save performance, make it so only select people have access to wardrobe. (like me)

To me it feels like you arrested this guy to be a dick and not for RP reasons. It is only a verbal warning so it ain't too bad, but the thread has opened up discussion about toys being "illegal" by default laws of the land.

While I cannot say that less than 3 minutes had passed before Joe walked back in his base, I know for sure the raid was over. There was no harm for him to go back inside when the raid was over, regardless of what the raiders posted in chat. 
Not all sits are black and white and I believe that Joe should not have been punished for this, even if NLR was broken.

People need to learn not to call sits on friends / players if they do not want them receiving punishments. Even if they are trying to be funny, all you do is waste staff members' time.

Rather than try to introduce a lot of new things to try to potentially motivate people to raid, the easiest course of action would be the basing rules being altered. 

I am sure it is evident that this guy is just a troll.
