The roulette table is too easy to make money with, I've played on a server with the casino and roulette table and made tens of millions in an hour.  If the odds/betting factors are changeable then I could see it being a positive thing, it would nice to have a money dump on the server.

You have access to see warns and you mention that? What warns? There's an admin+ that has a MRDM warn and I'm sure it was more recent than his is now when they applied.

I am not basing my entire opinion off of his warn history. I’ve based it more so on my interactions with him, which have been scarce, but through said interactions I’ve seen that he sometimes will ride the line of what’s allowed and what’s not, but also that he is a very important part of the community. I would never base my judgement of someone entirely off of what’s happened in the past or solely on what other people say.

How do you determine if a player is breaking any of these?): Checking logs to see who initiated damage, or adverted, and talking with the players involved to better understand what's happening if I was not there to witness it myself.
