Due to the large amount of people who have had negative interactions I am going to give Pootin a last chance, I've listed it on his warnings that any further Toxicity or Harassment issues even if its minor will result in a 2 week ban minimum, if not longer.  This could either resolve Pootin's issues with a wake up call, or he'll just end up banned anyways; so I think this is a fair resolution.
