I agree with Socks. It's not a bad idea just needs to cost something to prevent people from freely swapping to what they want when they want it. +1 if it includes some kind of money sink. -

Maybe adding a timer for refunding? -
+/-, I can see this being used to get benefits off a job, then switching to another job and just refunding and re-spec'ing into said job.
