Changing my vote to, +1, Has own up to his mistake moving forward and is quite levelheaded which is as much of an importance to becoming a staff member.  Staff app is on point and has showcased to be quite knowledgeable on the rules.  Had an extensive amount of interactions with you prior to the creation of the staff app.
